Better at what?
Polarizing filters darken blue skies and lessen reflections from shiny surfaces like water, leaves, glass, and metal. They do not necessarily reduce glare, except that they may remove part of it that is polarized.
Most quality lenses have anti-glare coatings on the interior elements so that light doesn't bounce around inside the lens barrel. This is a major contribution to glare.
As you can see, they work differently. So it's like comparing apples to oranges.
As for another respondent saying something unrelated to what you asked -- UV filters -- these are useful for film because ultra-violet light can fog film. However, digital sensors are not sensitive to UV light. So the filter would serve no filtering purpose. Some people use them anyway because they think it protects the front element of their lens.
